NCRPO, muling magpapakalat ng mga secret marshall sa mga pampasaherong bus

Muling magtatalaga ang National Capital Region Police Office (NCRPO) ng mga police marshall sa mga pampasaherong bus kasunod na rin ng pagpapasabog sa Newman Gold Liner bus sa Epifanio Delos Santos Avenue (EDSA) sa Buendia, Makati kahapon.

Sinabi ni NCRPO Director Nicanor Bartolome na isa itong mabisang paraan para mahadlangan ang anumang planong terorismo at kriminalidad.

Nilinaw naman ni Bartolome na hindi lahat ng 7,000 bus na bumibiyahe sa Metro Manila ay lalagyan ng bus marshall kundi random at selective lamang.

Dahil nasa full alert status aniya ang Philippine National Police (PNP), asahan na ang karagdagang pulis sa mga lansangan at pampublikong lugar.

Nanawagan naman si Bartolome sa publiko na manatiling kalmado dahil ginagawa nila ang lahat para matiyak ang kaligtasan ng mamamayan ng lungsod.

Mindanao-based extort group eyed in Makati bus blast

MANILA, Philippines - An extortion group responsible in numerous bombings in Mindanao could be responsible for the Makati bus blast that left 5 people dead and 13 others injured, a ranking police official said Wednesday.

Director Nicanor Bartolome, National Capital Region Police Office (NCRPO) chief, said that the Al Khobar extortion group's possible involvement in the Makati City bombing came up after police bomb disposal teams finished reconstructing the improvised explosive device that exploded inside the Newman Goldline bus.

Bartolome said that the bomb was made of an 81mm mortar and it was triggered by a cellphone.

Chief Superintendent Arne delos Santos, chief of the police's special investigation task force, said that the 81mm mortar was attached to a Nokia 5310 model.

"Sa Mindanao, bus companies din ang kanilang target. May isang grupo doon, ang Al Khobar at doon naman extortion iyong ginagamit nilang pamamaraan doon (In Mindanao, they also target bus companies. There is one group there, the Al Khobar, which is engaged in extortion)," Bartolome told ABS-CBN's morning show, "Umagang Kay Ganda" (UKG).

The NCRPO chief, however, clarified that Al Khobar is only one of the many groups being considered as responsible in the latest bus bombing in Makati City.

Extortionists in Metro Manila

Former National Security Adviser Norberto Gonzales said that based on the style of the bombing, an extortion group is more likely responsible in the attack.

Gonzales said that the extortion group, possibly the Al Khobar group, may be sending a message to authorities that they have breached Metro Manila.

He said police should meet with all bus company owners in Metro Manila and ask if they have been receiving extortion letters recently.

"Itong tinamaan na bus ay hindi ko alam kung tinarget talaga iyan o random lang ang pagkakapili diyan. Baka nagpaparating ang mga extortionist sa Mindanao na nakarating na sila sa Metro Manila (The bus that was hit could have been really a target or was randomly picked. Extortionists in Mindanao may be sending a message that they are already here in Metro Manila)," Gonzales said.

He said that when he was still the national security adviser, the Abu Sayyaf is the only group who has knowledge in bomb-making.

He said that before he left the office, they received intelligence reports that the local terror group has been passing its bomb-making knowledge to the communist group New People's Army and several extortion groups in Mindanao.

Other possible motives

Bartolome said explosive and ordnance operatives of the police were trying to study the bomb's signature to pinpoint the group behind the bombing.

He added that aside from extortion, they are also looking at other possible motives in the attack. He said that the angle of destabilization is becoming remote.

There were suspicions that the attack could have been carried out by groups out to destabilize the administration of President Benigno "Noynoy" Aquino III.

In a separate UKG interview, Interior and Local Governments Secretary Jesse Robredo said that authorities are looking at the possibility that the bus blast in Makati is a diversionary tactic of the people behind carjacking syndicates.

Robredo said that they are investigating at least 7 active and retired enforcement officials that may be involved in carjacking syndidates in Luzon.

He also supported doubts on the timing of the bus blast since it was carried out during the 78th birthday of the late President Corazon Aquino.

Robredo said that the police would be having a hard time pinpointing the group behind the blast in Makati City until the persons who planted the bomb in the Newman Goldline bus are identified and arrested.

He said police are carefully reviewing all closed-circuit television cameras installed along the route of the bus.

The Quezon City-bound bus came from Baclaran. Its driver and conductor said they had 20 passengers when they left the terminal and more passengers entered the bus at Taft area in Pasay City.

More passengers entered the bus at Evangelista area and majority of them got off along EDSA corner Ayala Avenue in Makati City.

The bomb went off at past 2 p.m. while the bus was at the north-bound loading bay at EDSA corner Gil Puyat Avenue (Buendia).

Bartolome said that they were still trying to identify the people who got off the bus before the bomb went off.

President Benigno S. Aquino III inspected the Newman Goldliner bus that was bombed in the north-bound loading bay of EDSA in Makati City, killing five people and injuring 13 others.

The bomb explosion caused the bus to be ripped at the center, creating a hole in the bus floor. It has also several damaged side windows where the passengers tried to exit after the blast.

The President was accompanied by DILG Sec. Jesse Robredo, Phil. National Police Chief Raul Bacalzo, National Capital Region Police Office (NCRPO) chief Nicanor Bartolome, SPD Director PCSupt Jose Arne delos Santos and MMDA chair Francis Tolentino in inspecting the bus unit with plate number TXJ-710.

NCRPO: 6 kilos of shabu seized in Paco buy-bust operation

Three people were arrested Tuesday while six kilos of shabu (methamphetamine hydrochloride) worth about P27 million were seized in a buy-bust operation in Paco, Manila, police said Wednesday.

In a statement, National Capital Region Police Office (NCRPO) chief Nicanor Bartolome identified the suspects as Wendun Chen alias Wilson Tan, 45, and Lianfu Chen, 56, both Chinese nationals; and Saidali Magdao Muliloda, 45.

Recovered from the suspects were three cell phones used in the transaction; a gray Nissan Cefiro (XMS-883) and a white Toyota Fortuner (ZFE-154); and some P10,000 in cash.

Bartolome said the prevention of street crimes and proliferation of illegal drugs remain as their top priorities.

“As much as possible, we prefer to be proactive rather than reactive. Six kilos of shabu is a lot, and the prevention of the proliferation of drugs in the streets is indeed a major accomplishment," he said.

Isa sa tinitingnan ng mga imbestigador ang posibilidad na isang sindikato lamang ang may kagagawan ng naturang dalawang krimen dahil sa pagkakahalin­tulad ng modus-operandi na makikipagtransaksyon sa pagbili ng sasakyan, kunwaring magte-test drive hanggang sa dukutin na ang mga biktima.

Training on human rights

MANILA, Philippines – A total of 44 police commissioned officers from the National Capital Region Police Office (NCRPO) and five police districts in Metro Manila will undergo a three-day training on human rights laws and policies.

NCRPO Chief Nicanor Bartolome said that the training will be attended by the Chief Regional, District and Station Police Human Rights Officer with the rank of Police Senior Inspector to Police Superintendent.

Bartolome said that the training which was organized by the Philippine National Police Human Rights Affairs Office (HRAO) thru its acting Sr. Supt. Leon Guinto will be held at the PNP Training School at Camp Crame, Quezon City. (Jean Fernando)

6 ex-military men nabbed after Western Union heist

MANILA, Philippines - Police arrested 6 ex-military men after robbing a Western Union outlet in Taguig City, Monday afternoon.

Director Nicanor Bartolome, Metro Manila police chief, said operatives immediately arrested Mark Pabito after he and 5 other armed men carted away P240,000 from the Western Union outlet in Western Bicutan around 4:30 p.m. Monday.

During interrogation, Pabito led police to their group's safehouse in Old Balara, Quezon City, where 2 more suspects -- Bernardo Pelagio and Boyet Regildo were arrested.

While police raided the warehouse, a separate team of policemen were pursuing a red Honda CRV with license plate CRV 555, used by the suspects as a getaway vehicle during the heist.

The suspect's getaway vehicle was flagged down by policemen manning a checkpoint along Katipunan Avenue, also in Quezon City.

Three more suspects identified as Manuel Galan, Mario Roda and Delfin Galan were subsequently arrested.

Bartolome said that Manuel Galan, a former major of the Philippine Air Force is the leader of the group. He said the other members of the group are either former militiamen or soldiers.

He said his office has informed other regional offices in Luzon of the arrest of the suspects, who are suspected of having involvement in killings and other robberies.

87 policemen undergo drug test

FOLLOWING the National Capital Region Police Office’s (NCRPO) directive, some 87 police personnel assigned to southern Metro Manila were subjected to a surprise random drug test.

The move was part of the effort of the Philippine National Police (PNP) to weed out drug users in its ranks.

Southern Police District (SPD) Director Jose Arne De Los Santos said that of the 87 who undergo the drug test, 50 were assigned to the anti-illegal drug units of the seven police stations in his jurisdiction.

The remaining 37 others were randomly picked by members of the SPD Command Group headed by Senior Superintendent James Bucayu.

De Los Santos, who himself undergo the test, said the 87 comprised the initial batch of police personnel assigned at the SPD who undergo the test.

He added the decision was made to subject the members of the different anti-drug units to the initial test since they are the ones performing sensitive anti-illegal drugs operations.

“There should be no iota of doubt on persons assigned at our units for the general public to believe what the PNP organization is doing. And we are reviewing all the records of our personnel involved in the fight against illegal drugs and relieve them immediately if found to have dubious records and will be subjected to summary dismissal proceedings,” De Los Santos said after the drug test.

Earlier, the Makati police headed by Senior Superintendent Froilan Bonifacio conducted a similar test on its personnel.

NCRPO Director Nicanor Bartolome has ordered all policemen in the metropolis to be subjected to drug testing after a recent expose by a television network showing two Caloocan cops having a pot session.

The two police personnel -- PO1s Antonio Carmona and Elvin Tabora -- have been relieved from their post, disarmed, and placed on restrictive custody despite them testing negative for drug use.

In a similar test conducted on cops assigned at the Northern Police District (NPD), two more tested positive for drug use -- PO3 Hermil Lumba and PO2 Armando Jimenez.

Bartolome also ordered the relief of Senior Inspector Albert Ebdane, the Caloocan Police Community Precinct (PCP) 6 commander, and will be administratively charged for command responsibility.

SPO3 Henry Banez, the PCP 17 commander, was warned that he may face the same consequences if he fails to take appropriate actions.

Carmona, Jimenez, and Lumba are from PCP 6, while Tabora is from PCP 17.

“While they did not test positive for drugs, Carmona and Tabora will still be administratively,” Bartolome added.

Disgusted with the erring cops, Bartolome stressed that he will act on any reports of misconduct of policemen under his command.

“I will not tolerate any misdeeds of any of my personnel,” the NCRPO chief added. (AH/Sunnex)

NCRPO director visits Lim at City Hall

MANILA, Jan.14 (PIA) - NCRPO director, General Nicanor Bartolome accompanied by Manila Police District director, Chief Supt Roberto Rongavilla, Deputy Chief Sr Supt Alex Gutierrez, and other officers from the Manila Police District, and the PNP-NCRPO called on Mayor Lim on Jan. 12.

During the meeting, the peace and order situation in the city including the ongoing manhunt for the suspected rapist, PO3 Antonio Bautista was discussed.

The mayor said that since PO3 Bautista remains in hiding and does not appear in court to defend himself, the proceedings for administrative case and the summary dismissal against him should also be expedited.

NCRPO Director Bartolome sought the mayor’s opinion if it is possible that the cost of Meralco bills in police stations be shouldered with the help of the neighboring barangays that the police stations serve.

The mayor advised Gen. Bartolome to call the barangay chairmen concerned for a meeting and discuss the issue. The mayor also suggested the possibility of seeking the help of big establishments in the police station areas to help them with their Meralco bills as part of their “corporate social responsibility.”

MANILA, Philippines—Irked by reports that his men were caught sniffing drugs, Metro Manila police commander Director Nicanor Bartolome on Friday ordered random drug tests in all Metro Manila police stations.

At the same time, Bartolome ordered the relief of Police Officer 2 Armando Jimenez and PO3 Hermil Lumba of Caloocan police after the two tested positive for illegal drugs. Jimenez and Lumba were disarmed and placed under restrictive custody after the test.

Bartolome also sacked Senior Inspector Albert Ebdane, the Caloocan precinct commander, and charged him administratively for command responsibility.

“I will not tolerate any misdeeds of any of my personnel,” Bartolome said.

Meanwhile, PO1 Antonio Carmona and PO1 Elvin Tabora, who were caught on camera engaged in a pot session, tested negative for drug use but would still be charged administratively.

The random drug tests will be unannounced, Bartolome said. "It will be done at any time of the day and night. The tests will cover everyone—officers, non-commissioned personnel
and our civilian employees. No one will be exempted."

The Makati Police Station recently conducted a surprise drug test on its personnel.

MANILA, Philippines - The Special Weapons and Tactics (SWAT) units of the National Capital Region Police Office (NCRPO) were given new firearms and gear yesterday.

NCRPO chief Director Nicanor Bartolome said the new equipment and weapons include 440 Glock 9mm pistols, 379 armored ballistics vests, and 337 Kevlar helmets.

Bartolome said the new gear have been turned over to the directors of the Eastern, Northern, Southern, Manila and Quezon City Police Districts and the battalion commander of the NCRPO-Regional Public Safety Battalion.

Bartolome said the equipment, which came from the headquarters of the Philippine National Police at Camp Crame, will be a big boost to current capabilities of SWAT units in Metro Manila.

“It is important that our SWAT units get the proper equipment, but it is more important that the members have the proper skills, attitude and disposition,” he said.

Bartolome also stressed that the new equipment and gear were issued to the units and not to individual SWAT members.

“The equipment must remain with the unit. People will come and go, but the equipment will remain with the unit,” he said.

NCRPO foils bank robbery in Manila; 3 suspects nabbed

National Capital Region Police Office (NCRPO) chief Director Nicanor Bartolome announced on Thursday the arrest of three suspected robbers who were plotting to rob a bank in Manila.

Bartolome identified the suspects as Rolando Noriega, 36, single and a native of Tangub City, Misamis Occidental; Ramie Soler, 36, a native of Oroquieta City, also in Misamis Occidental; and Edzel Pamat, 30, single, a native of Zamboanga del Sur.

The NCRPO chief tagged the three as members of the notorious Alferez Faction of the Ozamis robbery-holdup gang.

Bartolome said the trio was arrested when joint operatives from the Regional Police Intelligence Operating Unit (RPIOU), Light Reaction Unit of Regional Public Safety Battalion (RPSB), District Intelligence Division and Police Station 2 of Manila Police District (MPD) conducted joint operations in Manila.

Initially, police operatives gathered information that the group was planning to rob the Metrobank branch in Adriatico St. in Malate.

Police authorities immediately coordinated with the bank security and deployed operatives within the vicinity. They confirmed the planned heist after spotting one of the suspects casing the vicinity.

Bartolome said NCRPO operatives tailed the suspect who led the police to his cohorts waiting at the vicinities of Star City at the CCP Complex where they were subsequently arrested.

Recovered from the suspects were two hand grenades, a caliber .38 revolver, a caliber .357 Magnum, 12 pieces of live ammunition for caliber .38 and .357 Magnum, empty shells, and a Mitsubishi Adventure with license plate WSS-834.

Bartolome to help MPD resolve Bautista case

WAYS are being ironed out by Manila Mayor Alfredo S. Lim and National Capital Region Police Office (NCRPO) Director, Chief Supt. Nicanor Bartolome, to ease the burden of electrical consumption bills on the part of the police and hasten the proceedings against the Manila policeman who was accused of raping a vendor right inside the Manila Police District (MPD) headquarters recently.

During a courtesy call to the mayor at city hall, Bartolome was accompanied by MPD director, Chief Supt. Roberto Rongavilla, deputy chief, Senior Supt. Alex Gutierrez, and was welcomed by Lim himself, along with his key officials, secretary to the mayor Atty. Rafaelito Garayblas, chief of staff and media bureau chief Ric de Guzman and mayor’s complaint and action team director, Col. (ret.) Franklin Gacutan.

In the meeting, the officials present tackled the peace and order situation in the city and the ongoing manhunt for PO3 Antonio Bautista, who is yet to surface after he was accused of rape by a 30-year-old vendor, who is now in the custody of the NCRPO.

Lim was disappointed that Bautista has neither been located nor given up voluntarily to defend himself against the charged being levelled against him, to the detriment of the entire MPD force whose name was tarnished by the controversy.

The mayor said that the proceedings for the administrative case and summary dismissal against Bautista should be acted on swiftly.

Bartolome also sought the opinion of Lim on the possibility of asking the neighboring barangays’ assistance in shouldering the cost of power bills in police stations covering their areas.

Lim raised the possibility of seeking the help of big establishments covered by the police stations “as part of their corporate social responsibility.”

Lim told Bartolome to call the barangay chairmen concerned for a meeting so they can discuss the issue thoroughly and get the necessary consensus on the matter.

MANILA, Philippines—Since her harrowing ordeal on New Year’s Eve, allegedly in the hands of a Manila police officer who is now the object of a manhunt, “Jasmine” (not her real name) feels the need to be awake all the time.

She fears that if she falls asleep, she would not know what might happen to her next.

“I‘d never know what hit me. I still fear for myself,” she told the Inquirer in an interview at a safe house where a round-the-clock security detail was sent to keep watch over her by the National Capital Region Police Office (NCRPO), which has kept her in their custody.

Jasmine was allegedly raped by PO3 Antonio Bautista Jr. on December 31 last year inside the Manila Police District headquarters. He is also accused of taking P4,000 from the victim.

The officer has been missing since the incident, and the Manila Police District (MPD) and the city government are turning to the public to help locate him.

“We encourage the public to give us any information they may have on his whereabouts,” said MPD director Chief Superintendent Roberto Rong.

Also under the custody of the NCRPO is the victim’s live-in partner “John,” who has brought Jasmine’s case to the attention of Public Attorney’s Office chief Persida Rueda Acosta on Wednesday. The Office will represent Jasmine in the legal proceedings, the Inquirer learned.

Life has been tough for the Cebuano couple who make a living by hawking a variety of items from hand towels to leather belts and fruits in Manila. Her ordeal only made things worse, Jasmine said.

She cannot walk at length after undergoing surgery earlier. In May, she lost her third child after an ectopic pregnancy. The couple’s two children live in Cebu.

For her safety, she has been restricted to quarters until authorities track down and arrest Bautista.

“On the average, I sleep for two hours in the night. Sudden movements rouse me from sleep,” she said.

She lies awake in her room most of the day, watching television or listening to music, but she pointed out that these do not keep her at peace with herself.

“Bautista might send someone to harm me,” she said matter-of-factly.

Police Director Nicanor Bartolome said he sympathized with the victim.

“I understand the ordeal that she went through, that’s why I have ordered our personnel to schedule counseling sessions to help her overcome the trauma,” Bartolome said.

The NCRPO likewise provided John with some capital and a wooden pushcart so he could restore some sense of normalcy in their lives, the official said. “They asked us for this because they did not want to depend too much on what we were providing them,” the NCRPO chief continued.

The MPD has filed grave misconduct charges against Bautista, said MPD Director Chief Supt. Robearto Rongavilla, who admitted that the policeman’s actuations have tainted the image of the city’s police force, often referred to as Manila’s Finest.

Members of the Manila police SWAT were roundly criticized after last year’s hostage crisis at the Quirino grandstand in Manila with the assaulting team found lacking the proper equipment such as vests, helmets and sub-machine guns suitable for such operations.

Since then, the various SWAT units have staged demonstration drills, including mock hostage rescue, designed to show off their skills.

PNP ipapatupad ang 3-strike policy

Muli na namang sumasangga ng batikos ang Philippine National Police dahil sa sunud-sunod na krimen na sabit mismo ang mga mamang pulis. Usap-usapan ito kanina sa Camp Bagong Diwa kung saan nagsagawa ng taunang New Year's roll call ang mga hepe sa National Capital Region.

“Alam mo iyan ang buhay naming mga pulis eh, hindi nawawalan ng challenge,” ani MPD Chief Roberto Rongavilla.

“Siyempre nalulungkot po tayo pero iyan po ang risk ng trabaho natin,” sambit naman ni QCPD Chief Benjardi Mantele.

Hindi naman daw nagkukulang ang liderato ng PNP, pero may magagawa pa.

“Hindi naman nagpapabaya ang leadership natin sa iba't ibang levels ng command pero kailangan pa ring bantayan ng ating mga commanders ang ginagawa ng ating mga tao sa ibaba,” sabi ni NCRPO Chief Director Nicanor Bartolome.

Paghihigpit naman ang nakikitang solusyon ni PNP Chief Raul Bacalzo.

“Nakakalungkot na 'yung ibang 135,000 minus 14 policemen ay naapektuhan ng mga kagaguhan o maling ginawa ng mga ito,” ani Bacalzo.

Inutusan na rin ni Bacalzo ang mga regional director na ilagay sa kulungan imbes sa detention center ang mga pulis na sangkot sa kasong kriminal.

“This is to erase any suspicion we are providing special treatment to them or whitewash the investigation of the case,” dagdag pa ni Bacalzo.

Ipinatupad rin ni Bacalzo ang three-strike policy kung saan sisibakin sa puwesto ang sinumang hepe o supervisor na mahuhulihan ng 3 pasaway na tauhan.

Rerepasuhin na rin ang recruitment policy ng PNP dahil karamihan sa mga nasangkot sa krimen ay mga bagitong pulis.

Sinisisi naman ng dalawang dating opisyal ng gobyerno ang pagdami ng kaso ng pangaaubuso ng pulis sa Luneta hostage crisis kung saan maging ang mga matataas na opisyal ng Department of Interior and Local Government at PNP ay hindi nakasuhan.

Ayon kay dating National Security Adviser at DILG Undersecretary Alexander Aguirre at dating PNP Chief Ramon Montano, dapat agarang ipatupad ang command responsibility sa PNP.

Hamon ngayon sa PNP, ibalik ang tiwala na tagapagtanggol sila ng publiko at hindi ang publiko ang poprotektahan mula sa mga pulis. Jeff Canoy, Patrol ng Pilipino
