MANILA -- The vice president of the Polytechnic University of the Philippines died in an ambush Wednesday evening in Sta. Mesa, Manila.

Television reports said lawyer Augusto Cesar Fernandez was declared dead on the spot when the assailant shot him along Pureza St. corner R. Magsaysay Blvd. in Sta. Mesa around 10 p.m.

The Manila Police District is still investigating the incident.

Beware motorcycles with riders-in-tandem!

BATAC City, Ilocos Norte -- Gunmen riding tandem on motorcycle shot dead yesterday morning a couple in Bgy. Cangrunaan, this city.


Police said the victims, identified as Ferdinand and Jocelyn Arevalo who are engaged in meat trading business, were killed instantly.

Police investigators said the shooting occurred right in front of the house of the victims who were supposed to go to the public market when the suspects approached and shot them several times.

The victims died on the spot due to several gunshot wounds. The suspects quickly fled.

Responding policemen were able to recover at the scene several empty shells for caliber .38 revolver.

The lawmen, however, could not say if the shooting incident was a failed robbery try since they were able to recover the victims’ bag containing jewelries and P50,000.

72-year-old businesswoman shot dead in Malate!

A 72-year-old businesswoman was killed while her son was wounded after they were ambushed late Friday afternoon by motorcycle riding men in Manila.

Lolita Javier, owner of the Agenda Salon at the Citiland Condominium’s Tower 1 along Vito Cruz in Malate, was declared dead on arrival by attending doctors at the Ospital ng Maynila from two bullet wounds.

Her 44-year-old son, Hector, who was ferrying her home on a Hyundai car (ZNW-954) to Malate, sustained gunshot wounds in the neck and right shoulder and is still in critical condition.

PO2 Jose Gumilan, of the Manila Police District (MPD) homicide section, said the incident happened at around 5 p.m. Friday, along Pablo Ocampo St.

Investigators gather evidences shortly after the shooting of tricycle driver Joel Dela Rosa by two motorcycle riding men tandem in Purok 6, Amihan, Barangay Batinguel, Dumaguete City. The victim succumbed to several gun shot wounds from a 9mm pistol. Days later authorities arrested and charged one of the suspects identified as Reynaldo Loquillano. He is currently detained at the City PNP detention cell.

PILAR, Bataan- Two still unidentified men riding in-tandem in broad daylight ambushed a ricemill owner who was driving his car along the busy road in Barangay Panilao, Pilar, Bataan at 9:55 in the morning of Wednesday.

Senior Supt. Arnold Gunnacao, Bataan police director, said Joey Reyes, owner of San Jose Ricemil in barangay Calungusan, Orion, Bataan, died of multiple gunshot wounds all over his body.

Born Again Christian Pastor Lolito Sulit said the victim was a member of their congregation and daily drove his car from his ricemill in Orion to a bank in Balanga.

A tricycle driver who refused to be named said two men in a Honda motorcycle in black crash helmets fired at the victim as the car slowed down. Victim’s car then sideswept an incoming white car before it almost hit an electric post and came a halt as it was about to hit another car parked in front of the CGE Hardware.

Visible were six bullet holes on the windshield and glass door of the vehicle with plate No. PIX 357 at the side of the driver’s seat.

Police said they are still investigating the motive for the killing and the identity of the suspects.

Former vice mayor killed in ambush

Alitagtag, Batangas - - - Just a few minutes after taking his wife to work, former vice mayor Noriel Salazar was killed in an ambush while driving his car along Poblacion East, this town on Wednesday morning.

According to Alitagtag Police investigators, two armed men riding in tandem aboard an unlicensed motorcycle ambushed Salazar at about 8:45 a,m. One of the suspects got off the motorcycle and shot him in the head. The suspects fled toward Brgy. Pinagkrusan Junction, Alitagtag.

Salazar, 49, a resident of Brgy. San Jose in this town, was a former vice mayor of this town, was immediately identified by witnesses and was taken to the Taal Polymedic Hospital. He was pronounced dead by attending physicians at about 11: 45.

The Scene of the Crime Operatives (SOCO) recovered one slug from a calibre .45 pistol from the crimescene.

The police has already conducted follow up operations to track the suspects.

Motorcycle robbers snatch 37k worth of valuables

Manila City—The bag of a 49-year old woman was snatched by a motorcycle riding in tandem modus operandi at the corner of Bautista St. and Don Pedro St. at 11:30 a.m. last Thursday, February 4.

According to the police, the waist of the victim was tapped to get her attention by a woman in her 40s to 50s. The woman took the victim’s bag before she jumped to the motorcycle beside them operated by a male driver. The bag contained Php 37, 200.00 worth of cash, cellular phones, digital camera and luxury accessories. It also included her ATM cards and important documents.

The robbers with the unidentified plate number are still out on the loose. According to PO1 Dayto of the Vito Cruz corner Taft Avenue PNP Station, motorcycle crimes and modus operandi are very much prevalent in the area. They have also made it a point to look for the suspects whenever they do their hourly rounds. Within the month, there has been a total of 2 motorcycle-related crimes in the area, one of which including another motorcycle robbery. The police are still looking at the angle that the motorcycles used might be unregistered or stolen.

Most wanted riders-in-tandem robbers caught!
Two of Angeles City's most wanted riders-in-tandem robbers were caught purely by luck early this morning.

A police car patrolling in the early morning hours (prime 'robbery time') happened to cross roads with two highly suspicious looking men, with faces partially covered, on a blue unregistered motorcycle entering from a side street. The police car immediately cornered the motorcycle for inspection. Upon inspection the police found a cal .45 firearm hidden in a waist bag, a fan knife and an extra get-away shirt in their possession.

The two suspects are identified as Wilhelm Flores y Barrera, 35 years of age, and Elvin Balente, 30, both security guards at yet uknown establishments.


It is believed that the two men were on the verge of robbing an establishment before they were apprehended by elements of Station 4. They have already been positively identified as the perpetrators in the recent robberies in a Caltex gas station in Marisol and in a massage parlor in Friendship Highway, Barangay Anunas in this city. The two may also be responsible for numerous other robberies and possible killings. PSSupt. Danilo Bautista, city police director, said that ACPO is currently looking into a possible connection of this splinter group with the Laxamana syndicate, which was recently involved in the police shootout in Marisol.

he National Capital Region Police Office (NCRPO) asked Tuesday the Southern Police District Office (SPDO), particularly the Parañaque City police, why robbery suspects managed to conduct a broad daylight robbery along Roxas Blvd. last November 1 despite the declaration of full alert status in the whole Metro Manila the day before.

NCRPO Regional Director Roberto Rosales asked SPDO Director Jaime Calungsod to look into the deployment of the local police that day.

Rosales ordered the SPDO to organize crack teams to conduct manhunt operations against the suspects who shot and seriously wounded three persons aboard a car.

He also ordered the Parañaque City police to closely coordinate with the Manila Police District in the conduct of their investigation and work on all leads for the immediate arrest of the suspects.

The NCRPO chief reiterated his earlier instruction to all district directors and chiefs of police to increase visibility patrols in shopping malls, transport terminals, major thoroughfares and busy intersections, and other places of convergence and vital installations.

Rosales said he already made instructions to all police commanders to intensify the checking of individuals riding on motorcycles in tandem as part of the NCRPO’s anti-criminality campaign, including the “No Plate, No Travel” policy.

He said when the NCRPO started the campaign, there was a remarkable decrease on crimes involving robbery suspects riding in tandem and it has been months since the last incident involving such modus operandi.

Earlier this year, to avert crimes committed by suspects riding on motorcycles in tandem, Rosales recommended to Land Transportation Office (LTO) chief, Department of Transportation and Communication (DOTC) Assistant Secretary Arturo Lomibao, to consider the use of bigger license plate for motorcycles for easy identification.

Rosales’ recommendation was for motorcycle license plates to be put in front and at the back of the motorcycle.

The new scheme proposed by Rosales also includes the use of stickers depicting the license plate number of the motorcycle on both sides of the vehicle.

Aside from the additional identification features on the motorcycle, the NCRPO chief further suggested the mandatory permanent printing, in very visible form, of the license plate corresponding to the motorcycle on the helmet and vest to be used by the rider and backride.

Early morning of Nov. 1, spouses Ruben Chua, 40, and wife Jocelyn, 40, together with their companion, Carmelita Cho, 69, were shot by two groups of motorcycle-riding suspects.

Reports said Ruben, together with his son, Denzel, 13, had just fetched his wife Jocelyn together with Carmelita at the Ninoy Aquino International Airport who arrived in the country coming from Guam.

While cruising north along Roxas Boulevard, Parañaque City, the two groups of motorcycle-riding suspects reportedly stopped their vehicles. Their backriders alighted and fired at the victims’ vehicle — a Nissan Vanette bearing plate number UFK-596.

The suspects then divested the victims of their belongings.

Probe body to look into broadcaster’s shooting

GENERAL SANTOS CITY: The Philippine National Police (PNP) is creating a Special Task Force in a bid to resolve the soonest possible time the shooting of Dennis Cuesta, 35, a radio commentator of DxMD-Radio Mindanao Network (RMN) who is at present in critical condition.
Police Chief Superintendent FELIZARDO M SERAPIO, JR., Central Mindanao Chief, ordered the creation of Task Force “Cuesta” to be composed of the Criminal Investigation and Detection Group (CIDG), Regional Investigation and Detection Management Division (RIDMD), Regional Intelligence Division (RID) and Public Information Office to ensure a coordinated effort in the investigation and prioritize the immediate resolution of the case.

The incident took place approximately 4:30 in the afternoon yesterday, August 4, 2008 along National Highway fronting the Novitiate Square adjacent to DxCP Radio Station. PINSP LAURO ESPIDA, Chief of Police Station 03, reported that the victim was shot several times by two unidentified malefactors riding in tandem on a motorcycle.

Initial investigation disclosed that the suspects approached the victim from behind and shot him five times at close range using caliber .45 pistol. Cuesta was rushed to St. Elizabeth Hospital for medical treatment and is presently being secured by General Santos City Police.
PCSUPT SERAPIO, Jr. said they are considering several angles regarding the motive of the shooting, among them work-related for his being very hard-hitting radio commentator and possibly for his being witness to an illegal detention case.

PCSUPT SERAPIO admitted that they are strongly looking at such angle as motive but pointed out that they do not have any evidence on hand yet that would link the shooting.

“We cannot use these circumstances as evidence. We need to gather hard evidences and witnesses”, he addedPNP Regional Crime Laboratory Office 12 conducted crime scene investigation and conducted inventory of the belongings. PNP to Formulate Stricter Rules for Motorcycle Use



Director General Jesus A. Verzosa, chief of the Philippine National Police (PNP), said Saturday that the PNP formulate will stricter guidelines on motorcycle use to prevent notorious criminals from using the two-wheelers in illicit activities.

In an interview, Verzosa cited the need for the government to come up with new measures in view of the increasing number of crimes involving motorcycles, particularly those riding in tandem, in various part of the country.

An avid motorcycle rider himself, the PNP chief suggests that license plate numbers for motorcycles should also be visible in front of the two-wheeled vehicle so authorities can easily identify them when passing police checkpoints.

The Land Transportation Office (LTO), under present set up, only issues one license plate that is mounted on the rear portion of the motorcycle.

Verzosa also noted that the different local government regulations on motorbike use also confuse the riders when passing through different municipalities and cities.

Some of the towns and cities impose on a ban on the use of full face helmets while others allow such practice for better safety for the riders. Other local government units allow tandem riding while others do not, Verzosa noted.

A suggestion from Metro Manila Development Authority (MMDA) Chairman Bayani Fernando to display license plate number of the motorcycle on the rider’s helmet also sparked protests from the motorcyclists.

To show his concern on the plight of the motorcyclists, Verzosa said he will join the “Unity Ride” on May 8 at the EDSA Shrine, Quezon City which will be attended by at least 5,000 riders from the different parts of the country.

To be flagged off by President Arroyo, the “Unity Ride” aims to unite motorcyclists in coming up with a common voice to ensure the safety, fun and environmental friendly riding. The Unity Ride will be culminated by the holding of the 15th National Motorcycle Convention to be led by the National Federation of Motorcyclists in the Philippines (NFMP) led by Department of Transportation and Communications (DoTC) Assistant Secretary Reynaldo Berroya in Baguio City from May 8 to 10.

Based on Proclamation No. 1702, President Arroyo also declared May 4 to 10 as “Philippine Motorcyclists Week” to show the national governments’ support for the campaign on riding safety awareness, crime prevention and environment protection.
